10:15                  Tax Panel: Moderated by Tulsa Mayor Dewey F. Bartlett, Jr.

Mayor Dewey F. Bartlett, Jr. was elected as the 39th mayor of Tulsa in 2009. Bartlett has served as president of Tulsa-based Keener Oil & Gas Company since 1994.His civic service includes serving as a former Tulsa City Councilor from 1990 to 1994. He also served as a former chairman of the American Red Cross, Tulsa Chapter, the Oklahoma Energy Resources Board, the Tulsa Airport Authority Board of Trustees, and Mayor Taylor’s Complete Our Streets committee to recommend a plan for fixing Tulsa’s streets. He was born in 1947 in Tulsa where he graduated from Bishop Kelley High School. Mayor Bartlett received a B.S. in accounting from Regis University and an M.B.A. from Southern Methodist University.

Panelists:

Chad Warmington— Mr. Warmington serves as President at The Mid-Continent Oil and Gas Association. Warmington was previously the Chief Operating Officer at The State Chamber of Oklahoma, Chief of Staff at Oklahoma House of Representatives, and the Executive & Political Director at Republican State House Committee. Mr. Warmington attended Hope College and Western Michigan University.

Mike McDonald— Mr. McDonald is co-owner of Triad Energy, Inc., an oil and natural gas exploration and production company based in Oklahoma City. A native of Mississippi, Mike McDonald found his way to Oklahoma as a JAG officer, serving at Enid’s Vance Air Force Base. McDonald is a member and past chairman of Oklahoma Independent Petroleum Association and the Wildcatters Club of Oklahoma.  He currently serves as president of the Domestic Energy Producers Alliance. McDonald received his bachelor’s and law degrees from the University of Mississippi and holds a Master of Laws (Taxation) degree from New York University.

Bruce Heine— Mr. Heine was named director of government affairs for Magellan Midstream Partners in July 2003. He previously served as director of government affairs for Williams Energy Services after joining the company as senior manager of government affairs assigned to the Petroleum Services Exploration and Production and Midstream business units. Prior to Williams, Mr. Heine worked for Methanex Methanol Co. in government affairs and marketing services. He served as marketing manager and director for the New Energy Company of Indiana and held managerial positions in a family petroleum distributorship and was a sole proprietor of a retail gasoline outlet. . Heine graduated from the University of South Florida in 1980 with a bachelor’s degree in management. Heine is active in trade associations including the American Petroleum Institute, Association of Oil Pipelines and the National Association of Publicly Traded Partnerships.

11:15                  Legislative Update by Congressman James Lankford

Congressman James Lankford represents Oklahoma’s 5th District in the U.S. House of Representatives. He was elected to Congress in November 2010. He serves on the Budget, Transportation and Infrastructure, and Oversight and Government Reform committees. He attended the University of Texas at Austin, where he received a Bachelor of Science degree in Secondary Education and Southwestern Baptist Theological Seminary where he received a master’s degree in Divinity. Congressman Lankford previously served as the program director of Falls Creek, the largest Christian camp in the U.S.

11:45                  Luncheon with keynote speaker Congressman Mike Pompeo and Energy Visionary Awards Presentations by Congressman Jim Bridenstine

Congressman Mike Pompeo is a second term congressman from Kansas’ 4th District. Congressman Pompeo serves on the Energy and Commerce committee and the House Intelligence Committee. As a teenager, he enrolled at the United States Military Academy at West Point where he graduated first in his class. Congressman Pompeo served as a cavalry officer patrolling the Iron Curtain before the fall of the Berlin Wall. After graduating from Harvard Law School where he was the editor of the Law Review, Pompeo founded Thayer Aerospace where he served as CEO for more than a decade providing components for commercial and military aircraft. He then became President of Sentry International, an oilfield equipment manufacturing, distribution, and service company.

Congressman Jim Bridenstine represents Oklahoma’s 1st District in the U.S. House of Representatives serving on the Committee on Armed Services and the Committee on Science, Space and Technology. He is a freshman congressman, elected in 2012. Congressman Bridenstine is a veteran combat pilot of Iraq and Afghanistan who has risen to the rank of LT. Commander. He is a Jenks High School graduate, a graduate of Rice University with three majors, and has an MBA from Cornell University. Congressman Bridenstine is a former executive director of the Tulsa Air and Space Museum & Planetarium.

1:00                  Legislative Update by Oklahoma Corporation Commissioner Patrice Douglas

Oklahoma Corporation Commissioner Patrice Douglas was appointed by Governor Mary Fallin in 2011. Patrice practiced law full-time for 13 years until she became the VP and General Counsel at ACP Sheet Metal. Mrs. Douglas was elected mayor of Edmond in April of 2009.  She also served as president of Spirit Bank and executive vice president of First Fidelity Bank before being appointed to the Corporation Commission. A life-long Oklahoman, Mrs. Douglas attended Oklahoma Christian and went on the University of Oklahoma where she obtained her law degree.

 

1:30                  Forecast and Update from Bob Tippee, Oil & Gas Journal

Bob Tippee is the Editor of Oil & Gas Journal and has written the weekly magazine’s editorials since 1981. Since 1996, he also has written a weekly online feature called “Editor’s Perspective,” which appears first on OGJ Online and later in the print magazine. A member of the OGJ staff since 1977, Tippee has been chief editor since January 1999. Mr. Tippee holds a degree in journalism from the University of Tulsa.

Panelists:

Kurt Abraham— Mr. Abraham is the Executive Editor at Gulf Publishing Co. / World Oil magazine. He previously served as Vice President at Texas Alliance of Energy Producers and Foundation for Energy Education and as the International Editor at Gulf Publishing Company/ World Oil Magazine. Mr. Abraham attended Texas A&M University in College Station, Texas.

William Yeatman— Mr. Yeatman is an energy policy analyst on the energy and global warming team at the Competitive Enterprise Institute. Prior to joining CEI, Mr. Yeatman was a Peace Corps volunteer in the Kyrgyz Republic, where he taught entrepreneurship and small business management to rural women. Before that, he ran a homeless shelter in Denver, Colorado. Mr. Yeatman holds a Master’s in International Administration from the Denver Graduate School of International Studies, and a Bachelor’s degree in Environmental Sciences from the University of Virginia.

Steve Higley— Mr. Higley serves as Outreach Director for American Fuel and Petrochemical Manufacturers (AFPM) in Washington, D.C. Mr. Higley previously served as Communications Manager for AFPM, a Legislative Aid and Legislative Correspondent to the U.S. Senate Committee on Environment and Public Works. He is also a professional French-hornist and has performed with numerous professional and semi-professional orchestras throughout Europe and in the United States.

Joe Craft— Mr. Craft is an entrepreneur, attorney and energy industry leader. Mr. Craft is president, chief executive officer and a director of Alliance Resource Partners L.P. (ARLP), the coal industry’s first publicly traded master limited partnership, formed in 1999. ARLP, the ninth-largest coal producer in the United States, is headquartered in Tulsa with support offices in Kentucky. He has served in various industry leadership positions and is currently serving as a member of the Board of Trustees for The University of Tulsa, a director for Bank of Oklahoma, and Tulsa Community Foundation. He was inducted into the City of Tulsa Hall of Fame in 2007; and in June 2008, Ernst & Young recognized Craft as Entrepreneur of the Year for the Southwest Region in the Energy, Chemical and Mining category. On May 7, 2013, it was announced that Joe Craft had signed The Giving Pledge, promising to give away at least half his wealth to charity.

 

2:30                  Litigation Update from Oklahoma Attorney General Scott Pruitt

Oklahoma Attorney General Scott Pruitt was elected to the Office of Attorney General in November 2010. He currently serves as chairman of the Republican Attorneys General Association and vice-chairman of the Midwest Region of the National Association of Attorneys General. Pruitt has led the charge against the U.S. Environmental Protection Agency for their leadership’s activist agenda and refusal to follow the law. Prior to his election as Attorney General, Mr. Pruitt served eight years in the Oklahoma State Senate. He earned a bachelor’s degree in communications and political science from Georgetown College and a law degree from the University of Tulsa College of Law.
